Water management 2040 Future scenarios

We need water to survive. But there are significant challenges to our world’s water supply. How can we rise to the occasion and make sure that no one goes without? To understand what the future of water management might hold, we invited an influential panel of experts to discuss different challenges, opportunities and possible paths ahead. This report is the outcome of those discussions, painting four very different scenarios for the year 2040. What will actually happen? No one knows. But it’s important to consider the possibilities.

Unpacking Water Governance: A Framework for Practitioners

Water governance has emerged as an important topic in the international arena and is acknowledged to be a crucial factor for adequate and sustained progress towards achieving Sustainable Development Goal (SDG) 6. However, there is not enough clarity about the practical meaning of the term “water governance” and how to work with it. This paper reviews the term’s use, to reveal how the concept is understood, referred to, and implemented in practice by different stakeholders. Based on literature review and consultations with experts, we identify and describe the core components of water governance (functions), describe their potential qualities when performed (attributes), and how they interrelate with the values and aspirations of the different stakeholders to achieve certain outcomes. These different components are described in detail to construct an operational framework to assess and work with water governance, which covers water and sanitation services delivery, water resources management and transboundary waters. This paper’s findings provide practical guidance for decision makers and practitioners on how action-oriented water governance processes can be meaningfully designed, and ultimately, how to strengthen efforts aiming to improve water governance.

WATER GOVERNANCE DECENTRALIZATION IN AFRICA: A FRAMEWORK FOR REFORM PROCESS AND PERFORMANCE ANALYSIS

For long time water resources have been managed in a centralized manner where delivery of the full range of water resource management (WRM) activities was usually provided by national governments. Many problems have been associated with the centralized management approach. Inequality in access to water, limited financial and technical capacity at national and basin levels, poor infrastructure and service delivery, declining quality of river basin natural resources, limited stakeholders involvement in decision making, institutional fragmentation, uncoordinated sector policies, and increasing number of conflicts among stakeholders are examples of such problems (Easter and Heame, 1993; Swatuk, 2005).

Water a shared responsibility

چکیده:

Water is an essential life-sustaining element. It pervades our lives and is deeply embedded in our cultural backgrounds. The basic human needs of a secure food supply and freedom from disease depend on it. Social development – endeavours such as the smooth functioning of hospitals – likewise relies on the availability of clean water. Economic development requires energy resources and industrial activities, and both are in turn water-dependent. The provision of sanitation for girls in schools offers yet another example of water’s broader links – it has positive effects on hygiene and health, keeps girls in school, and helps to safeguard the natural environment. For these reasons and many more, access to safe drinking water and sanitation is both a development target in its own right and integrally linked to achieving all the Millennium Development Goals.

The management of water resources and supply is essential to the development and growth of cities. Sustainable resource use and the provision of quality services to a growing urban population underpins the success of future cities, enables them to act as poles of economic growth, and is at the core of social and economic development in an urbanizing world. The purpose of this book is to contribute to the broader green and inclusive growth ideas of the World Bank, by changing the way urban policy makers in Africa and project managers from the World Bank and other international organizations think about urban water management, planning, and project design.

Water availability, surface water quality and water use in the Eastern Partnership countries

Action on environment and climate goals has received significant attention within the Eastern Partnership (EaP) initiative. As a specific regional dimension of the European Neighbourhood Policy, the EaP aims to strengthen and deepen the political and economic relations between the EU, its Member States and the six partner countries: Armenia, Azerbaijan, Belarus, Georgia; the Republic of Moldova (herein after referred to as Moldova), and Ukraine. The EaP is also geared towards delivering on global commitments, including the Paris Agreement on Climate Change and the UN (UN SDGs) 2030 Agenda and its Sustainable Development Goals.
